National Church Residences Closes Financing and Breaks Ground on Hebron Station in Licking County

Columbus, OH — National Church Residences announces the closing of financing and has begun construction on Hebron Station, a new affordable housing community in Licking County, Ohio, designed to meet the growing housing needs of adults aged 55 and older. Located at 3272 Hebron Road, Hebron Station will feature 42 modern, affordable apartment homes and will be a vital addition to the area’s rapidly growing housing market.

Construction on Hebron Station has begun, with the development expected to be completed in early 2026. The community will provide an important resource for older adults in Hebron and is a key part of National Church Residences’ broader mission to expand affordable housing options in central Ohio.

“At the heart of our mission is the creation of lively, affordable communities where older adults can truly flourish,” explained Vice President of Affordable Housing Development, Amy Rosenthal. “Hebron Station marks a thrilling leap forward in addressing the rising need for quality affordable senior housing in Licking County. We’re incredibly proud to provide a welcoming home for older residents!”

The development of Hebron Station follows the recent announcement of Intel Corporation’s massive new semiconductor manufacturing plant in nearby New Albany, a project that is expected to create significant economic and housing demand in the region. With the Intel facility just a 30-minute drive away, Hebron Station will offer much-needed affordable housing for older adults in the community, as well as for those who may relocate to the area in the future to be closer to family members employed at the Intel plant.

The $8.7 million community will offer spacious one-bedroom apartments, as well as a variety of community amenities such as a community room with a full kitchen, an outdoor patio, a fitness center and an on-site service coordinator to connect residents to services in the area. These features are designed to foster a sense of community and improve the quality of life for residents.

The development secured several funding sources, including 9% Low-Income Housing Tax Credits awarded by the Ohio Housing Finance Agency and purchased by the financial services firm Raymond James, along with a $1.1 million grant from the Federal Home Loan Bank of Cincinnati. Additional financing includes a construction loan from Fifth Third Bank, as well as bridge and permanent loans from the Affordable Housing Trust of Columbus and Franklin County. Columbus-based architectural firm Berardi Partners designed Hebron Station and Ruscilli Construction is serving as the general contractor on this new development.
